About the Hub

Locally led governance

Decisions about humanitarian action in Bangladesh, made by Bangladeshi organisations — with the structures, committee terms of reference and conflict rules that makes necessary.

Who decides, and on whose behalf

Locally led governance is a structure, not a statement. These are the bodies that hold it.

Power imbalance is acknowledged, not obscured — including inside the network. The Hub’s governance is designed around two uncomfortable facts: members decide on funding that goes to members, and the largest members have more capacity to participate than the smallest.

The answers are structural. Allocation committee composition rotates. Interests are declared and managed under a published policy. Procurement thresholds are set so a community-based organisation can realistically meet them. And the whistleblowing route exists precisely so that raising a concern does not depend on an organisation’s standing in the network.

Governance structure

The bodies and what each one holds

    General Assembly

    All 39 member organisations, meeting annually. Sets strategic direction, approves the annual report and accounts, and elects the Board.

  2. 02

    Board of Trustees

    Elected from and by the membership, with independent members for specialist oversight. Holds the Secretariat accountable and carries legal responsibility.

  3. 03

    Allocation Committees

    Member representatives who decide on alerts. Composition rotates, and conflict-of-interest rules apply because members decide on funding to members.

  4. 04

    Risk & Audit Committee

    Oversees financial control, due diligence, fraud prevention and the anti-terrorism financing regime that pooled donor funding requires.

  5. 05

    Safeguarding Committee

    Owns safeguarding and PSEA standards across the Secretariat, members and partners, and oversees how concerns are handled.

  6. 06

    Secretariat

    The staff team that runs the platform day to day. Accountable to the Board, not the other way round.

Committee mandates

Each committee operates under a published terms of reference setting out membership, quorum, decision rights and reporting lines. These are maintained as documents in the resource library rather than as prose here, so the version that governed any given decision stays retrievable.
