Secretariat
The team that runs the platform day to day — accountable to the Board, and to the membership through it.
An enabling function, not a headquarters
The Secretariat exists to make member-led decisions possible: getting an alert in front of the right committee quickly, moving money once a decision is made, keeping the compliance regime that pooled donor funding requires, and holding the evidence base.
It does not decide which alerts are funded. That sits with members, and the distinction is the point of the model.

Functions
How the Secretariat is organised
Executive
Leads the Secretariat and is accountable to the Board for delivery, risk and the Hub's relationships with donors and Start Network.
Programmes
Runs Start Fund Bangladesh, Disaster Risk Financing and Organisational System Strengthening, and supports members through alert and activation cycles.
Finance & Compliance
Holds financial control over pooled funding, member due diligence, audit and donor reporting.
Monitoring, Evaluation & Learning
Owns the reach and timeliness data behind every published figure, including the crisis-to-community-reach measure.
Communications
Custodian of the brand, the website and the Hub's voice — and of the consent and credit standards that govern published photography.
Partnerships & Membership
Supports the membership, manages member profiles and approvals, and develops partnerships and funding relationships.
