Three programmes, one platform and one initiative. They are not interchangeable: a programme holds funding and delivers; a platform supplies knowledge; an initiative sits inside a programme.
Two ways of putting money to work
The Hub runs two distinct funding logics, and the difference between them is the most useful thing to understand about it.
Start Fund Bangladesh is rapid response. Donor money is pre-positioned in a pooled fund before any crisis. When one happens, local members raise an alert and decide collectively how the money is allocated — within 72 hours. Speed comes from the money already being there and the decision being made here.
Disaster Risk Financing is anticipatory action. Scientific triggers release funding before a hazard arrives, based on forecast rather than on observed impact. Start Ready is the financing mechanism behind it, and the National Reserve is the contingency layer for the most vulnerable districts.
Organisational System Strengthening is neither: it works on the institutional systems that determine whether a local organisation can hold funding, manage risk and lead a response at all.
