Capacity is a system, not a training course
The gap between a community-based organisation and a fundable partner is rarely knowledge. It is systems.
Due diligence does not ask whether an organisation understands humanitarian principles. It asks whether there is a documented procurement process, a segregated bank account, a safeguarding reporting route, an audit trail and a board that meets. Organisations closest to communities frequently have the expertise and not the paperwork — and the paperwork is what gates the money.
OSS works on that directly, with members rather than at them. The aim is not to make small organisations look like big ones. It is to make the systems proportionate, real and good enough to hold funding.
Because OSS is delivered primarily in Bangladesh and has no separate programme logo, the Start Bangladesh Hub logo is the primary identifier on its materials, followed by members’ and collaborators’ logos.

OSS framework
Six domains
The framework used to assess and strengthen member systems. Each domain has proportionate standards — what is adequate for a community-based organisation is not what is adequate for a national NGO.

A functioning board, documented decision rights, declared interests, and minutes that show decisions were actually taken.

Financial management
Segregated accounts, authorisation limits, reconciliation, and books that survive an audit without heroics.

Safeguarding & PSEA
A policy, a named focal point, a reporting route people actually know about, and evidence that concerns get handled.

Risk & compliance
Due diligence, anti-fraud controls, and the anti-terrorism financing screening that pooled donor funding requires.

People & HR
Contracts, a code of conduct, recruitment records, and a grievance process independent of the person complained about.

Data & MEL
Beneficiary data held lawfully, reach figures that can be reconstructed, and evidence kept in a form that outlasts a project cycle.
