History & evolution
A decade of accumulated experience in pooled financing, anticipatory action and system strengthening — and the shift from being hosted to holding its own governance.
From programme platform to national network
The Hub did not start as an institution. It started as a set of programmes — funded globally, delivered locally, and governed somewhere in between. Each step below moved a decision closer to the people affected by it.
That direction of travel is the whole story. The Hub is the point at which national governance caught up with national delivery.

Chronology
How the Hub evolved
2014 – 2016
Start Fund arrives in Bangladesh
Bangladeshi organisations begin drawing on Start Network's global pooled fund. Alerts are raised locally but decisions and administration sit largely outside the country.
2017
Start Fund Bangladesh is nationally managed
The first Start Network programme to be nationally managed in Bangladesh. Allocation decisions move to a committee of Bangladeshi members — the foundation everything since has been built on.
2019 – 2021
Anticipatory action and risk financing take hold
Disaster Risk Financing develops forecast-based triggers for flood, cyclone and cold wave. Funding starts being released before hazards arrive rather than after.
2021 – 2023
Membership widens, capability deepens
Community-based and civil society organisations join alongside national NGOs. Organisational System Strengthening begins working on the systems that decide whether an organisation can hold funding and lead a response.
2023 – 2025
FOREWARN Bangladesh and the Local Coalition Accelerator
A platform of youth and technical experts forms to supply the analysis anticipatory action depends on. Under OSS, members begin forming durable coalitions rather than project consortia.
2026
An autonomous, locally governed network
The Hub completes its transition from a programme-hosted platform to an institutional network with its own governance, accountability and funding relationships, registered as Start Humanitarian Bangladesh Foundation.
